REGULATIONS

1.    Invitation.

This is the official invitation to all national chess federations of FIDE to participate in the World Amateur Team Chess Championships for men and women with a FIDE rating under 2300. The number of teams is not limited per federation. The championships will be held in Kaunas, the second largest city of Lithuania. The dates are from 20 November 2016 (the Opening ceremony & Round 1) to 28 November 2016 (the Final round & the Closing ceremony).

2.    Playing Venue.

The Opening ceremony and the games will take place in the Great Hall of Vytautas Magnus University (S. Daukanto str. 28, Kaunas, Lithuania). The modern hall is located in the city centre. A short video about the hall is available here.

3.    Tournament Schedule.

4.    Technical Regulations.

4.1.       Any number of teams in all the categories and sections may participate from the same country. The team should consist of 4 players. One reserve player may be included in the team. Composition of the team should be handed to the arbiters not later than 20 minutes before the round starts.

4.2.       All the games shall be played by FIDE rated Swiss system in 9 rounds. There will be separate open championships for categories Under-2000 and Under-2300 if at least 10 teams participate. Otherwise the two categories will be merged into one. If there are 10 or less teams in the category a Round Robin system will be applied.

4.3.       In order to participate in the U-2300 category, any chess player of the team must not have a published FIDE rating of 2300 or greater for at least one year prior to the registration deadline (November 1, 2016). A player must not have any title above FM (or WFM for women) when the tournaments starts.

4.4.       In order to participate in the U-2000 category, a chess player of the team must not have a published FIDE rating of 2000 or greater for at least one year prior to the registration deadline (November 1, 2016). A player must not have any title above CM (or WCM for women) when the tournaments starts.

4.5.       If at least one player of the team exceeds the FIDE rating of 2000 after the registration deadline, the team will play the upper rating category. If a player of the team exceeds the FIDE rating of 2300 after the registration deadline, he/she can still play in the U-2300 category.

4.6.       In each rating section, a separate championship for women shall be organized only if there are at least 10 women teams. Otherwise, the two women events will be merged into one women championship. If there are less than 4 women teams in the merged women championship the women teams shall play in open (men) championships.

4.7.       Awards and prizes will be assigned for separate categories if there are at least 4 teams in that category no matter if those teams play in a separate or merged event.

4.8.       Time limit per player: 90 minutes for 40 moves + 30 min. for the rest of the game + 30 seconds’ increment for every move starting from move one. A player forfeits the game if he/she hasn’t appeared at his/her board within 15 minutes after the start of the game.

4.9.       The break criteria:

4.10.    The Appeals Committee will be elected during the Technical Meeting before the tournament starts.

5.    Prize Fund (Total: 6000 euros if there are at least 10 teams in every section).

U-2300:
Open (Men) Section 1st: €1000, 2nd: €500, 3rd: €300.
Women Section 1st: €500, 2nd: €400, 3rd: €300.

U-2000:
Open (Men) Section 1st: €1000, 2nd: €500, 3rd: €300.

Women Section 1st: €500, 2nd: €400, 3rd: €300.

The Prize Fund may be increased if more than 40 teams participate in the championships!

6.    The Entry Fee.

The entry fee is 200 EUR per team, i.e. 50 EUR per each playing member of the team. The entry fee should be paid during the registration.
Since it is a testing FIDE event there will be no additional payment for FIDE.

7.    Accommodation.

The Organizing Committee shall offer to stay in the following official hotels

In order to get your room in one of the above hotels please make a reservation as soon as possible by filling in the REGISTRATION FORM.

If you need a cheaper alternative, please send an email with your request to info@sachmatumokykla.lt or make a phone call +370 620 68487. However, in that case the offered quality will be lower.

8.    Flights/Transportation.

The nearest airport is Kaunas Airport. It is possible to use Vilnius Airport as well. The Organizing Committee can provide transportation from Kaunas Airport (for 20 Euros per person, return included) or from Vilnius Airport (for 60 Euros per person, return included) to your selected hotel in Kaunas upon request from 18 to 30 November.

9.    Registration deadline.

ENTRIES MUST BE SENT BY 1 NOVEMBER 2016 BY FILLING IN THE REGISTRATION FORM 
The registration has been extended till 15 November 2016!

10. Side events/ Excursion programme (on request).

The suggested cultural programme will be provided at the beginning of the event.

11. Other.

The Organizing Committee shall make the necessary changes in the regulations if needed.
